can ps3 and xbox 360 counted as retro consoles nowadays?

Are save states possible with HEN on the ps3? I thought I might could start using my console to emulate PS1 and PS2 games, but if save states aren’t a thing, then it’d still be better to use those specific emulators on my laptop. If you can do save states, which program do I need to download?
