Slashout (スラッシュアウト) is a Beat 'em up/Hack and Slash video game published by Sega Enterprises and developed by Amusement Vision released on 2000 for the Arcade.
You can play this on Flycast but you need to install the proper NAOMI bios.
If you are having issues with the Bios files I'm sharing my NAOMI Bios here just unzip dc.zip file and put it in the system folder in RetroArch or Flycast emulator.
