I feel like I've seen that art style on the boxart before... it looks very similar to the style of Bust A Groove and Super Milk Chan, mmh...
Could be the same artist, but not 100% sure.

its actually satoshi okano's, the same guy worked for sonic adventure and inspired his modern design

even if you studied japanese, you won't be able to understand this unless you actually studied kobun in an actual japanese school

okay, maybe not all of it is in kobun
i had to search up what was being said in screenshot 2
based on https://www.koregasiritai.com/itoutsukusyuu/ basically it means 三寸ほどの人が、とても可愛らしく座っていた (a person of 3 sun (9.1cm ish) sat there adorably)

It seems like the artist's name is written under the monk's legs, but it's quite hard to make out.

For a second i thought this was a game released in the 2000's judging by the artwork style. Looks good though!
