Valeria is right there and is my favourite shopkeep, she is, if anything, proof that someone at namcos project soul team took their breast movement physics very seriously. Valeria has the exact amount of jiggle that would occur in such a dress, for a woman with that size/density that is not, I repeat, NOT!, augmented by a surgeon.
I drew the major once based on Shirows artwork, and I went out of my way to remove the unnatural look from her breasts, he clearly used a fitness model from the late 80's as his base for the design of that image specifically. That took longer than anything else to draw.
I would argue that this was projects souls rebuttal to the dead or alive team going with bowl of jelly physics for their female characters, because it was honestly way too much effort to go to, given that it's more more subtle than the jelly bowl movement.
I initially came here to comment about the Resi 4 merchant, but he's a pretty popular option, so I'm going to go with the used boat saleman from The Secret of Monkey Island:
