In manga, it's Saitama or Zeno. In comics, that's harder to pick. The One Above All, Silver Age Super Man, Hulk at his absolute peak rage, The Presence, The Beyonder, etc...

Those were my picks too, alongside Peak Thor, Silver Surfer, Wally West, Hal Jordan with max willpower, Lucifer Morningstar, the life equation, the antimonitor, John Constantine, a ton of deity characters, it’s crazy
 
One character I just thought of. Bugs Bunny in the Looney Tunes Universe is probably omnipotent as well. ::nervous-prinny

That's my issue with all of these "who's the most powerful character in this medium?" kind of debate.

Anybody can theoretically making an insanely powerful being but that won't make a story better.

This is why Superman is often written with complex stories because in a vacuum he's overpowered.

Marvel has One-Above-All which was implied to be the representation of Marvel's writers (such Jack Kirby himself according to one of his appearances) so it's basically telling that the most powerful being of any universes is the author themselves.
