Probably some kind of literal god. Like, the One Above All is objectively the fastest anything even can be... because there's literally no limitations. But there's lots of "Tier 0" characters like that which you can say the same thing about in many forms of fiction.

Wally West is one of the absolute fastest mortal characters I know of. He's basically 'living speed force.'

I know Ben 10 has some aliens that are absurdly fast too, but I don't really know Ben 10 at all.
