Whats the best n64 rpg that ISNT Paper Mario?

quest 64 isn't bad. i've played and beat it. it actually does what ff2 wanted to do, not as extensively, but it certainly had a better grip on leveling up stats depending on the actions that you take. it seems like it was either rushed out too quickly or was made by a brand new developer team. it's got strengths and weaknesses, but it ends up falling into the mystic quest category; too easy for experienced players but good for new players.

You know what it does feel like Mystic Quest. I just love that adventure feel Quest 64 has.

quest 64 definitely nails the feeling of adventure; pretty much like ff4, my favorite of the final fantasy games. it's also more engaging in the combat than mystic quest.
and there's a hot red head in quest 64, so it automatically gets 5 points to it's overall score.

This one is a difficult one to say there's much of anything. Not because there can't be good RPG games, but because Nintendo dictated ALL N64 GAMES HAVE TO BE 3D limiting what you could do with it, with so much resources going towards 3D models and bounds checking that complicates the technical stuff under the hood.

The target of the N64 really was Mario64, Rave-Racer, Killer Instinct, and other sports games, and likely little in the way of anything else. (A number of later games had intended to make use of the CD ended up being cropped to fit within the rom's very small limits and removing a lot of features).
 
I somewhat remember that Square back then refused to release a game on Nintendo after the whole Sony thing up until the remake of the first two games on GBA years later
N64 has few RPGs at least in the US because of that
