This is a subjective question that cannot have an objective answer. It depends on what you prefer.

However, if you had asked me, my answer would be even hard for myself to answer so it would be impossible for me to answer for you lol. I could only apply the objective sense in my own subjective framework of "which video game I played the most and knowing myself which one I would play for all eternity" my answer is Streets of Rage 1.

If I were to go with anything, it would be the Sonic games, but not the spin-offs, or I would go with Nights into Dreams on the Sega Saturn.

If were talking Sega developed games. Then I'll go with

Virtua Fighter is their absolute best, consistent, top tier AAA franchise. PS2's 4 Evolution (greatest hits re-release with extra stuff) or 360's VF5 Online are the peak.

Sega's best game on the Genesis was probably Revenge of Shinobi or Streets of Rage 2.

Shining the Holy Ark is better than any Etrian Odyssey game, and it's pretty much where Golden Sun came from.
