Here's a brand new release by Chapu. Welcome House 2 for the PS1:

"Welcome House 2” translation patch v1.0, by Chapu of ChapuTranslations. Completely translates the game from Japanese to English. All in-game texts are translated, including images. Game is fully playable.

Human translated and proofread. Did a thorough playtest to iron out spacing and edit text, but something could’ve been missed. Let me know.

Known bugs: save data description doesn’t look right in the PSX memcard browser, but it’s OK in emulators (Duckstation, PCSX-Redux).

Patch is a PPF3 file, includes undo data.

Is the pre-patched iso (and related psp eboot) not yet available on the Repo?
 
Only the pre-patched iso for the JP version is available in the repo. pre-patched english and the psp eboot are not.

This is contradictory. Pre-patched means that the translation patch has already been applied (to the jpn version): otherwise what does it mean? So is it available or not?
 
Oh sorry I got confused. Yeah, only the JP version without the english patch is available on the repo.
