The Japanese name for oarfish is "Ryūgū no tsukai" which can mean "Messenger from the Sea God's Palace" and in some legends they have human heads. Maybe Leviathan in FFV is similar to Ryūjin? But I think Ryūgū no tsukai are supposed to be quite large and Tonberries are smaller.)
