Oh wow, this is hard, i guess if i was pushed, i would choose the following:

For me, these covers drew you in, and the game you played as a result of the draw did not disappoint. Good example of expectations being set and you being rewarded imho.

And third was going to be something else but I saw this fan-made cover for Fatal Frame II I really like.

The first two are easy for me. Spyro the Dragon and Silent Hill 2 both have such iconic covers.

After that, it gets tough, but I think I've got to give it to Kingdom Hearts. The cover is beautiful and really drew my interest as a kid who otherwise would have thought himself too old for Disney.
