It originally wasn't a Ghostbusters game. In Japan, it was called Mickey Mouse IV.
My guess they thought it would have sold better if they repackaged it as a Ghostbusters game.

(Oh, wait... I forgot that Capcom had the Disney license in the US, so THAT might actually be the reason it became a Ghostbusters game in North America. Just like Kid Klown and Bugs Bunny's Crazy Castle.)
