Wasn't one of the female enemies in Final Fight actually a dude who dresses like a woman? I kind of feel like that is a cheat since in the 90's were getting criticism for violence against women so they just gender swapped those characters for better PR.

You're thinking of Poison and she's not just a crossdresser, she's a trans woman as she identifies as female. Also, yes, when the original Final Fight was made they decided that hitting a female character would be seen as controversial, and the developers thought identifying her as trans would make it more acceptable for players to fight her. So it's not okay to hit a woman but it is okay to hit a trans-woman, not exactly the best message.
