Don't want to bring up the reason why this undub was left unfinished before, just want to know who finished it? I can't find any info about it and since the comment section under the game itself is closed, I want to ask if the original creator felt guilty and returned to get it done or somebody else finished it?

By the looks of it, it is the same author. If I had to guess they didn't have the technical know-how or help required to finish the project fully originally, but don't quote me on that.

IDK what you mean and expect. The repo page gives all the information about it and they also shared this link that does answer your question: https://rarit.ee/patches.htm#tc

Long story short, first version 1 was released but until then the guy gone crazy but still finished it with version 2 lol.

Oh I've read that statement alright, but there is no info about them actually finishing the patch, they just released what they had (check the date too). Latest version of that got posted here, thats when mods had to close the comment section (for reasons), but today it got updated completely out of the blue. Which means either original creator finished it or someone else did and remained uncredited.

The original github (that has the same name as the author of the current version, rari-teh, to wit https://github.com/rari-teh/tailconcerto/). Two people using the same online name with very minor differences in the way it is typed is unlikely.

Its strange because that page just has the tools and instructions for making the patch yourself with the latest post dated November 2024. And the link to the supposed improved version of this patch thats listed there leads to the version that came out earlier this month (Aug 9), which is the previous version of the current one. Is it possible that Spike just updated the description on the game's page and thats why it shows as if something new been added?

I was the one that updated the entry. The ASCII art in the readme further suggests it is the same author.

I was looking at that whole mess a few weeks ago. My two cents is just to ignore that patch and any other work that author does. The game's not that long, personally I'd just do a second playthrough on the JP version to hear the og voices.
