Its pretty common for tv's to have issues because they generally aren't made to deal with variable frame rates. So if you are using a heavier emu like ps2 would be it could be the tv itself or even something as strange as the hdmi cable you are using. If you can use an actual computer monitor instead of a tv you might have better luck generally. if your tv is your only big screen option mess with frame rate caps and even frame skipping if your emu has those settings.
