RPGs with creatable party?

Hi. I'm wondering if anyone knows any RPG games that have a fully creatable party/party members, if that makes sense. Something along the lines of Etrian Odyssey, 7th dragon or Disgaea where you can make and customize your whole team from scratch.
 
Monster Hunter or Phantasy Star Online.

OP is asking for games where you can customize the whole party, not just the player character.

In Final Fantasy 1 you can choose the character class for all the characters.

Final Fantasy III (2D versions) as well.

I believe you can kinda customize almost all your party in Final Fantasy Tactics, but Ramza is mandatory and there's battles where other story characters are mandatory, too.

The Dark Spire, Dragon Quest IX (sorta), Pokemon Mystery Dungeon franchise (the full scope of that is postgame content though), Shin Megami Tensei but particularly V Vengeance gives you full reign over what your demons can learn at any time and any place, Final Fantasy 1 (PSP and/or Pixel Remaster id especially recommend), Class of Heroes duology I believe, Fire Emblem Three Houses allows you freedom on character stats both protagonist and side characters though they’re pre-established always, Dungeons & Dragons has a few video games so maybe look there, I think the blades in Xenoblade 2 count kinda, Final Fantasy V has established characters but they can be whatever class and you can mix it up, SMT Dx2 (a mobile game) allows you access to all the main characters and not just demons, main party members can have their loadouts customized and you can unlock unique skills for each.

Unfortunately games where you can make a whole party from scratch are a niche beyond a niche and it’s a real shame

In Drakkhen on the Super Nintendo you can fully create your own custom named characters from scratch with rolled stats you can reroll twice if you choose; although it is a dismal experience of an RPG.

In Tales of Symphonia, there is a level of customization for each character as to whether they are Technical or Strike type, and affects what techniques they will learn based on that. Only thing is you can't rename 'em, but it is up to 4 player real-time combat.

In Soul Calibur 3 (on up, I think, except 4) you can make a fully customized character. There's an RPG-esque story-mode, but you can't use your custom characters for it. :/

Next best thing I can suggest are the Fallout and Elder Scrolls games, 3 on up.. you don't need to play the first two in either series to 'get it'.

If you have friends you can customize the whole party.

I was also going to recommend FFT (I look for any excuse to recommend tactics >_<), but @LV20 Succubus already knows about disgaea, so probably knows about FFT.

I don't know why more srpgs don't have this design ::sadkirby It's so much more fun to battle with a bunch of generics, level up, switch classes/roles, and use skills/abilities that you want without being forced to based on hero class preferences. It adds a lot or reply value!

Anyway, I'd also recommend Front Mission 4. They are all hero characters and do have preferences towards certain builds, but you can still mix it up pretty good with how the skills/equipment works in the game, imo.

Does Final Fantasy II and the SaGa games count? Stats increase independently based on your actions during battles.

Class of Heroes is a dungeon crawler RPG published by Atlus in which you can create the entire party from scratch by choosing the race, class, where the characters have to explore dungeons within an adventurer school. The game has a sequel and both are for PSP.
 
Probably not exactly what you asked for, but on Dungeon Explorer: Warriors of the Ancient Arts, you can create and customize your character (of course), and then, depending on the quest, add up to 3 other characters to your party, from a fairly big list of choices, and, if I remember correctly, you can at least manage some aspects of those characters, their equipment and such.
 
Just about any dungeon crawler out there like Wizardry, Might and Magic or 90s D&D games.
