The Italian animator Guido Manuli is credited as creator on the Italian wiki at least. source: https://it.wikipedia.org/wiki/La_Serenissima_(album)
seems to fit with his art-style for his other work. Since for all his other work (at least those that have one listed) have Italian animation studies, it seems likely one was used here as well (or it was all Manuli himself). This makes any Japanese or Korean involvement unlikely.
on the Fan club version there is a studio credited by the name of La Magica Matita
