HOW DO I USE CONTROLLER ı cant play this with keyboard ı have a ps3 cable controller AND xbox 360 cabled controller

Expecting a PC game from 1998 to recognize either (or any controller for that matter) is an exercise in wishful thinking.

You could try looking into mapping keyboard keys to controller buttons with a program like JoyToKey.
