I have no idea what causes it, and I doubt its the same reasons for a related phenomena in GTA: SA where it spawns driverless cars because you're on a road where the engine is programmed to spawn more cars than pedestrians. It usually happens near the tunnel by Cedar Grove, or in various areas in central Portland. I'm pretty sure the shades were just the result of me playing the game while way too stoned. [/QUOTE]
