You know a solution to this is going like the RTS games with not overly detailed units cuz they take into consideration that you will play the game from a zoomed out view instead of hyper focusing on a single unit which is why details are quite simple and units made easy to recognize at least in good RTS games. The monsters in silent hill aren't super detailed yet manage to be scary especially rombers now that you brought it up it might be the case that Capcom/konami actually considered the camera thing when creating models , in this case then new technology would help the game by a lot if it was technicalities that stopped it from fully achieving its vision and design goals.
