Done "Non-Issue" prefix for "Report Issue" threads

I believe there should be a prefix for threads in the "Report issue" section that are not actually issues (such as this one, which was based off a misunderstanding of mine)

You could just delete the thread? I mean forgive me if I'm wrong, but I think members have permissions to do that?

Although I do agree that it might still be a useful tag, so I'll highlight this idea to other staff. :)
