That is wasted money , on my perspective .
The Horizon-franchise always comes to me that it had not much potential behind it . Its setting-concept is rather thin and isnt that thrilling tbh . And making an MMO out of it seems really stretching too far .
Making an MMO in the world of shadow of the collosus and ICO would be much more fitting but ... the MMO-approach doesnt really work anymore nowadays .
Giving new and good IPs would be much better that aint art-projects and actual focused and good games from each genre .
Saw for a long time no new RPG from Sony Entertainment Studios ,
Killzone was their last shooter that had some success but died later on because it became less games and more movies like the order 1886 which came and went like a silent fart .
When had Sony a racing game under their belt that aint a simulator ? Wipeout is now wiped out from existence ( the pun was too good to leave it ) .
Remember Psygnosis and their huge catalogue of awesome and innovative games ? Sony owned them all and nothing was used to make new games or interesting spin-offs .
