Has anyone seen it or at least known about it? Here at least it's quite unknown; apparently there were only 13 episodes and much less violence. I found the intro on YouTube.

Yeah, back when I was a teen in the 90s, they showed this on Saturday mornings on a station called USA Network. They mostly showed cheesy action movies throughout the week, and I want to say from around 6 a.m. to noon on Saturday and Sunday, they had a cartoon block.
I happened across it one Saturday morning and caught the whole series over time I think, at one time or another. It was as good as any other quick cash-grab show for kids at that time.
Really, it was a giant toy commercial, since I do remember seeing the toys in stores from time to time. (I was 12 or 13 when this was new)

I used to watch it on the USA network too. Didn't they also aired the street fighter cartoon? I think they also aired some early DBZ episodes, way before it blew up in the early 2000s.

i know about this show from the youtuber phelous. he covered all 13 episodes and the 22 episodes of the live action show.
both were very weird. they both had potential but were severely mishandled. the cartoon was made to be kid friendly, which kind of defeats the whole point since kids were into the violence and bloodshed if they were a mortal kombat fan and there was hardly any fighting in the show. Raiden and Jax were the best part of the show. they had some good one liners and snarky comebacks.
the live action show squandered it's potential since it set itself up as a prequel i think it was, for the games. you'd see Raiden training some of the other warriors in preparation for the next tournament.
it was just random nonsense and it ends with all of the main characters besides Raiden dead.
...so, i guess shao kahn won in that timeline.
seeing cartoons made for kids based off of non kid stuff is always bizarrely fascinating.
