Mario is Missing 2 is a really good Mario World rom hack that features Luigi as playable.

Luigi got an add-on (DLC) for Mario Bros Wii U which, IMO, is better than the base game.

I think Nintendo took the approach of Luigi's Mansion simply because making a Mario game with just Luigi instead of Mario would have ended up being stales or "cheap". Same with Wario Land not being Mario Land with Wario.
