Is there a game that properly replicates a complex shounen battle system?

Let me further define my question in here. First off to specify, not a traditional fighting game, I already play enough of those lol.
What I am instead wondering is, what is the closest a game comes to having a complex yet logical power system that compares to something like the stands from JoJo with the sheer amount of creativity or something like the nen system from Hunter x Hunter? This game can either be single-player or multiplayer too (like for example in the form of an MMO)

Basically imagine a game where you have a clearly defined power system with set weaknesses/strengths to each approach but that allows enough variety with each individual character and they end up being kind of crazy, like how some of the stands end up being. Now just to clarify as you can tell from my pfp I have played MegaTen/Persona and while they are some of my favorite games/mechanics they're still not quite what I am looking for. I guess if I had to define it, imagine something like a heavily combat centric spore or a "sandbox combat" game where the primary sandbox is just how insane you can get with the tools and power system the game gives you.

I know it is a little bit vague and a lot of games CAN fall under this umbrella but I think you understand a bit better what I am looking for now as I have yet to find something quite like this.
 
There was this weird indie action game called Absolver that came out, I dunno, maybe 8-9 years ago on PS4 where you could build a sort of deck of different fighting styles. I seem to remember it being pretty intricate, with innate weaknesses/strengths to the different styles, and I also remember it being really deep, but I don't really remember much of the game at all, so it might not be what you're looking for at all.
The studio later made Sifu, but I've never played that game so I dunno what it's like, and I only found out that it was the same studio just now by googling it lol.
 
I cant help but keep thinking that you are describing Elder Scrolls: Oblivion, or any Bethesda game really. You don't have a "class" but you get access to tons of skills and abilities and you can advance any of them as you like. By the time you get your chosen skills maxed out you are all but a god.

Alternatively there are the Front Mission games. Pretty much every aspect of your Mech is customizable so you can make it work exactly the way you want.

I cant help but think you are looking for a game like Naruto: Ultimate Ninja Storm with a combat customization system as deep as Oblivion. If you find one please tell me what it is. I would play the shit out of it. :)
 
The only thing came to mind is Anarchy Reigns.
 
I'm not sure if I'm fully understanding what you're after, but maybe Dead Cells? You unlock a ton of items that all have different timing windows and require different approaches to enemies, as well as additional powers to tweak the gameplay slightly. It's simple to grasp but executing is tough depending on how your run goes.
