Do you need to know programming?
I need the source code of the game I want to translate?.
I would like to translate the entire Mother saga and translate a pokemon emerald hackrom.
everything for the community completely free of charge

Really depends both on the game you want to translate and the platform it is on.

I know that the Summon Night 3 people have had to develop their own tools to insert and translate scripts because the GBA fought them at every step of the way, and they STILL aren't done all these years later because it keeps proving a beast.

yeah, most cases you need to have some decent knowledge of assembly code. It could be done without deep technical knowledge if you could just replace the foreign text with English, but 99% of the times, it isn't that simple.

I want to translate ROMs too.
I'm currently reading the guide on romhacking.net

The nes is relatively beginner-friendly when it comes to that. Depending on the game all you may need is a hex editor.
