As others have said, he seems to be a mix of seagal, but also a bit of van damme as well based on his fighting style and methodology as a character, his look is definitely at least inspired by seagal.

Best guess, the Demetri super from SVC Chaos that turns any member of the cast into a woman. Yusuke Amano saw it used on Terry, and carried in that flame in his....heart until he became Art Director for SNK Heroines years later.

There's an interview where he talks about how much he loves Terry specifically.
