Well simply put the way mobile internet works for so many people is in the way the internet has a quota. Meaning for every month you have like few GB usage and once you spent the GB limit you lack internet until another month.
OP mentions about "travel" so it means he has no choice but to use such a limiting internet. It gives enough information for why his problem has a specific solution to guide people here for what kind of solutions they have to come up with.

I am curious how the phone is translating things. If you use a regular computer you have Chrome and Firefox with built-in translation service, so you're covered. I agree they are not the best but it helps a lot :)
