How do you English Patch iso roms or eboots?

Looking for someone who can teach me how to language patch roms. What software are needed? There are some Jp psp games I want to patch myself so i can learn and put some on here possibly in the future.

You mean applying existing patches.
Or
Translating games that don't have a patch.

If it's the second you are not gonna have much luck.
 
Oof The second one. Tried google and found old forum posts on several emulator sites from years ago and I knew that there will be no chance of getting a response if i responded to them. So I thought might as well try asking here to see if anyone with the knowledge could help

It's a programming thing more than just a "patching" thing. You're gonna have to look up different tools and methods for different projects.
I wish I was more versed in it but the only thing I've tried translating is Ship of Harkinian, so I don't know much about the nitty-gritty.
