[help]Metal Gear Solid 3: Subsistence how to run 60 fps?

For some reason the patch of 60fps is not working properly in PCSX2 v2.3.141. I have searched on the internet trying to find what is happening that prevents the patch to work as intended, I used the 30fps and works fine. I will post my configs for the PCSX2 emulator here maybe someone could help me ?

Also my pc specs:
RTX 3060
Ryzen 5 1600
16gb RAM

Thanks a lot, it work fine but some parts of the game still drop the frames, like you said I'll need to upgrade my pc. So the issue is my CPU, right ?
