So when you run the program for the first time it helps to take the ini file from the appdata -> put it to root where exe is -> delete the folder from appdata. Or sometimes the exe require a specific launcher command for the exe but I can imagine some programs because of the preference of the developer may require the command and also ini file being in the same folder.
