What is Sonic CD?

The music on that screen is the boss music of the region. You get completely different vibes depending on your region. In the JP/EU OST it's goofy, and in the US OST it's creepy.
 
I have seen a lot of people online say they hate us boss music. Because of this weird screen. Crazy choice, not that Eggman meant to make it scarier outside of Japan . Even worse, the US version uses the track technique twice. guess figured ut work to scare you :loldog
