Is it just me or does he look familiar? (1st image is some random dude getting killed in X-Men 97, 2nd is Pierce from Parasite Eve 2, 3rd is Sketch from Comix Zone.)

I think it's just a case of dudes wore vests in the 90's(?)

Probably some 80's movie had a popular character with this look, and everybody decided to use him as reference. Something close to Bjorn Andrésen being in so many anime and videogames to this day:
