On July 31, 2014, the game of the aforementioned title was released by Systemsoft. Currently, all of the game series except this one are available for download via various online platforms, although one copy of the game was released by an anonymous user on the website archive.org - attempts to run it are doomed to failure from the start, as it was not decoded when converted from UMD to .iso file. Is it possible to create a valid version of the game file?

Doesn't look like this was ever available on PSP. It was released on PC, PS3, PS4, and PS Vita.

Going by the release date, you're looking for a different game:
"Daisenryaku: Dai Tōa Kōbōshi - Dainijisekaitaisen Boppatsu - Sūjiku Sentai Rengougun Zensekaisen"
 
It's a cultural thing. You can see this when games do get localized and titles mostly lose that exaggerated flair. Anyway, try saying the game's name three times fast.

Notice how they love to hike up titles and subtitles with punctuation too.
Mega Man 3 has the subtitle (I believe) "The end of Dr. Wily?!"

I'm pretty sure if I tried saying that three times fact my jaw would spontaneously combust.
 
If it is a faulty dump (which is what it looks like) there's not much that can be done, I imagine.

They had an update that hypothetically fixed the problem, it was also likely posted on the game's webpage. I could've probably seem it before, but I haven't put it on my pc yet

Looks like we're talking about the same game. They renamed it for PSP, which is the game I mentioned in the post. It's available here in the repo and it works.
I apologize, you were right. The author of the article pinned two titles of the game under the same title at the same link, and this caused my misunderstanding. Thx for the answer.

I read the wiki a bit more and while the one here does boot, it does not contain the 1.01 update patch that fixes the progress blocking bug.
