They probably tried capitalizing from Konami's success with their Power Pro Yakyuu series.
I first played Konami's baseball game with my brothers in the Sega Saturn, the 95 release and while we didn't know much about the sport and its rules, we did enjoy the game.

You may be right given Powapuro Series debuted on the SNES in 1994

Given Powapuro debuted in 1994 on the SNES yeah Sega tries to get a piece of the pie on Konami's own baseball series, the only problem is the Genesis isn't much of a success in Japan then it is with America.
 
These Character Designs look like their from Konami's Jikkyou Powerful Pro Yakyuu Powapuro Series... Also yes the pfp I'm using is also from that series
(Most would know the MLB PowerPros as it's one of the few localized ones)

Yeah it confused me for a solid minute at first when I first laid eyes on the game. Pretty cool though.
