Can I Embed a CWCheat Into a PSP ROM?

Hi Everyone. I've recently decided to play Persona 2: IS & EP on my PSP. I wanted to play it with Random Encounter rate change modifications and I came across some CWCheats for Persona 2 that can change the Random Encounter rate but I don't want to use it that way, I want it to be directly embedded into the ROM. Is there any way I can do this? I'd really appreciate your help. Thanks a lot.
 
unfortunately, i don't think this is possible. i tried to see if anyone else has tried this, and your question on 2 other sites was the first result. you may just have to go into the game and alter the coding itself to get the result that you want.

You're right. I don't think it's quite possible to do such a thing that's why there's no explanation about it anywhere. Thanks for the reply, it means a lot.
