Can anyone recommend me any "take a ride" mode games?

Hey there, I'm one of those guys who usually opens NFS high stakes just to drive around Landstrasse, or to go driving around Chicago at night in Driver 2 xD.
Is there any other PSX game that has graphics like those, a night city atmosphere and a free drive mode?
 
From Hidden Gems box i recommend Auto Destruct and Felony 11-79, WSPC or Italian Job (you could do freeride there by not doing missions :))




 
You don't get to drive around much per se, but I really like both Vigilante 8 games, even though they are mostly Twisted Metal likes.
 
It's not PSX but Midnight Club 3 DUB Edition Remix has three (I think it was 3) cities to drive around
