PS1 Can anyone identify this chip/mod?

I have a terrible habit of buying 'broken' consoles that I don't need, to sharpen up my repair skills. I recently got a great deal on a 'working' (turns on, menu works, outputs video) 7 series which I planned on using for PSIO, something I've been wanting to do for like, years.

Anyway, I'm no stranger to Playstations, and have been fuxing around with them since they're release. I know its super common to find modchips in systems that are still in circulation. However, this newest one I bought has some weird chip that either is something I haven't seen before, or was poorly installed or incompletely installed.

I don't remember/know enough about the mobos to know based on where the wires are going. I plan on researching more this weekend I just wanted to see if anyone here had an idea. I can take better pictures if you think it'll help.

It looks like a repair honestly. Like the power supply burnt out. which happened with those models. Looks like they bypassed the board and wired the power directly, and grounded it to the board. I don't see any new chips? Total guess.
