Can anyone confirm this odd Super Mario All-Stars quirk happens in Collection and All-Stars + World?

Now I'm not asking for a fix, I just want confirmation if it can happen in other versions...

There was an odd thing that happened with my standalone US copy where no matter what, the control type would always be B. I've seen other claims of this happening to other people, with one happening in All-Stars + World, but nothing about it happening in Collection.
 
Just to be clear: Your copy was a legitimate, first-party cartridge playing on legitimate, first-party hardware, right? If so, it might just be damage to an actual part of the cartridge itself that's causing the issue.

All-Stars was kind of notorious for being buggy back in the day (just ask anyone on TMK! ::winkfelix) – apparently, the + World version even moreso, because they essentially didn't do any bug testing on it – so I wouldn't be surprised if this is a slight glitch that's present across multiple versions. Every version of the game I've ever played has let you choose between both Type A and Type B controls without issue.

Dude, I'll say! I was validated one day browsing The Cutting Room Floor, and finding a glitch that my copy had in my childhood. Well, my mom's copy until I was old enough to play. Copy-pasting from TCRF...

If I had to guess, Mom must've bought the Super NES with the free coupon for All-Stars, and thus had one of these earlier copies with the debug bug. To address OP's plight, it wouldn't surprise me if their copy of the game had a less-useful bug in it, and that Nintendo would've fixed it for the modern rerelease.
