It was actually an early creation of Bennett Foddy which many people know from Getting Over It, somebody in this thread posted Get On Top which was also made by Foddy a few years after QWOP. If it sounds vaguely familiar it's because it was huugeee for a while on places like YouTube in the mid to late 2000s as a prank flash game. A bunch of people would get others to play the game and record their reaction to the jump scare as a prank.
