I recently bought the remastered version on Switch, but Crisis Core Final Fantasy VII Reunion... HOT DAMN WHAT A GAME. Outside of that you can't go wrong with God Eater Burst or 3rd Birthday!

And recently having played it, don't know if it quite counts but it is an RPG and it is action and it is insanely underrated for easily becoming one of my favourite PSP games of all time now, Kurohyou also known as Yakuza Black Panther
Might come back to this thread if I ever think of something else, it's late right and I'm tired

Nayuta no Kiseki has a full fan translation and it's an excellent Falcom action RPG everybody should play.

3rd Birthday is great but it's a straight up third-person shooter with some minimal RPG elements. Got me into cover shooters though, extremely underrated game.

I don't know why people keep saying Phantasy Star Online, it's not on PSP. Assuming they mean Portable, it's a completely different game. The combat comes from Universe, but it's improved, the story is nothing impressive but it's a lot more tolerable than Universe's awful unending dialogues and the gameplay loop is satisfying. Solid action RPG with more action than RPG.

Metal Gear Solid Peace Walker could count as such since you're leveling up your base/equipment, that damage are shown on-screen as well as various "classes" depending on your equipment.

Without doubt Phantasy Star Portable 1 and 2.

Portable 1 is decent but not great (aside from being PSU Ambition of the Illuminus on the PSP) but 2 and 2 Infinity are high up.

Ys 7

Ys Seven is really good despite the slow pace in the first half. I prefer Felghana and Origin but this one is high in my personal list.

I think Celceta is only for Vita, not psp (I have to play it yet so nice being reminded about it, on Vita I only played Lacrimosa of Dana and it was awesome!)
