All the busywork you have to do in those games to get to the fun part completely ruins them. In my opinion that's a lot worse than just making you run through the game multiple times. Sonic Heroes may have had padding but at least they didn't insert loads of it in between each level. And that's a major reason why aside from Mania there have been no good Sonic games since then.
