if you'd choose the weakest gpu that can run ps2 emulators in a fairly smooth way, what would it be?
 
Unsure if it's the weakest, but I'd say an RX 560 would be pretty cheap nowdays, no?

gtx 1660 super is a good midrange card that lets me upscale a little with pretty smooth results
 
Probably an NVIDIA GeForce GT 710/GTX 745 OEM, AMD Radeon R7, or even an older NVIDIA T400 could run the PS2 and probably be fine if you didn't upscale or do anything else.

If you are looking for something fairly cheap, around 60 USD (I see you're in Brazil, so I have no idea about prices there) the MSI AMD Radeon RX 480 8GB GDDR5 gpu would be a good buy for retro gaming.
