25 fps cap?

Hello, I'm somewhat new to the emulation scene, currently trying to go through silent hill 2 director's edition, the issue is most games i've played that are capped at 30 fps according to google always end up maxing out at 25 fps when i emulate them (i'm using pcsx2 version 2.2.0),this is currently happening to me on SH2 and it did as well on persona 3 FES, it doesn't seem to be a hardware issue as when i turn turbo on the game is stable at 200% speed, and on 100% the game rarely if ever drops below 25 frames, also when i run a game that works on 60 fps (currently did on sonic riders zero gravity and burnout dominator) the frames don't drop from 60, oddly enough though in burnout dominator's menu's the framerate is said to be 30 and it is stable at 30, so is this an issue related to the emulator or am i missing something?

just in case someone wants to ask about my device's specs, it's a laptop with an intel i5 7200U,12 gb DDR4 RAM and an nvidea 920mx,any help would be appreciated and thanks!

If you're playing PAL/European versions of these games then it's completely normal. Back in the day our TVs were capped at 50Hz refresh rate as opposed to 60 that America and Japan had so games had to match that.
 
Do you by any chance use the PAL version of those games? Did you tinker with patches? Progressive scan sometimes makes things worse

That might actually be it, both the P3FES and SH2 ISOs i have are Eu, thanks!

turns out according to the user Clippy it's due to the nature of Eu/PAL iso's,the ones that had an issue for me were from Eu while the other 60 fps ones were from USA. Thanks for the advice, will keep in mind!

You’re probably using the PAL/EUR try using the US ver.

If, after switching versions you don't reach stable 30 FPS you might be facing an emulation bottleneck of some kind, though that is unlikely considering how good PCSX2 is these days.
