Info: The original patch was named “Slowdown Removal Patch” released by Archaemic. But it was a plugin which meant no PPSSPP, plus it’s always annoying to use plugins.
Eternal later created a ppf patch for the PAL version, and then Nexus created this patch for the USA version.
This ISO CRC-32: 8762459e matches the one mentioned by NEXUS:
"I made a patch for the retail USA UMD. I tested a few battles, and I did not notice any slow down. I tested Gaffgarion and Agrias’s sword skills, haste, blizzaga, and some summons."
