This game is known in Japan as "Choro Q HG 3". It was going to be released in the US as " Road Trip: Adventure Avenue" but it was Cancelled. There's another game also called Gadget Racers But that is the localization of Choro Q HG (the first game in the series). Why did Zoo Digital Publishing decided to use the same name for this 3rd game? One can only guess...
