Attention: By mixing these two patches (the "USA + Hacks" file), the words "Power" and "Life" were kinda fused somehow, making it to appear as "PIWE" (you can see it in the 5th screenshot)!! I didn't notice any other issue beyond that, but I couldn't test it in a long playthrough and glitches are expected to happen. Let me know if you discover something really damaging the game. And of course you have the separate hacks as options anyway!
