This works on vita3k, I'm not sure if a real vita can read decrypted DLC as is :S
To find this folder on vita3k you can right click the installed game and select "Open Folder" > Application then go UP 2 times. You should now be on ux0.

DON'T extract the .zip
Open Vita3k and choose "File" > "Install .zip" find the file, done!
1. Extract zip to ux0:/
2. Open vitashell and press triangle on the home menu and choose to refresh the livearea to make it show up.
