most of those oskyoor games are just semi-popular or straight up hits from the ps2 era :/

Retroarch is like Linux. It is objectively superior and offers insane capabilities not seen anywhere else, but it is NOT for the weak.
If you wanna stick to the proverbial Windows, that's perfectly fine! Nothing wrong with that. I use the literal Windows for that reason.

SH3's soundtrack is mostly a mix of trip-hop and ambient. I guess the closest sound to shoegaze are the few alt-rock tracks, but even that is a massively generous comparison.
It seems like most kids on Tiktok aren't aware of what the genre even is supposed to be; hell, I've heard several people say there's no difference in sound between shoegaze and post-punk...
