If you're using an emulator it won't make a difference. I tested it and both ran at 20fps. Then I used the 60fps code and both still had dips into the 50s and sometimes 40s.
But I imagine it would be useful on real hardware since the PSP doesn't need to spend time decompressing anything. If the game doesn't have a stable 20fps then it would probably help with that.
